As I have mentioned earlier, some of the observation in this comic strip are inspired.
You build infrastructure for drivers all the time. It is a gamble most of the times and it takes time for people to adapt to the new roads. For instance, a new tunnel (KPE) to ease traffic on other highways has been built at great expense. But for after 2 months of opening, the traffic channeled to the tunnel is no where near critical mass. building mini infrastructure to provide safe passage to cyclists might definitely be worth a try.
